HOMES WITH BASEMENTS MAY NEED A DEEPER GRINDER PUMP.  THE DEPTH OF LINES IS THE DECIDING FACTOR AND IT IS THE HOMEOWNER'S RESPONSIBILITY TO CONTACT THE AUTHORITY IF A DEEPER GRINDER PUMP IS NECESSARY.

Sewer Connection Procedure & Application

Welcome to the home of the Lemon & Tunkhannock Townships Joint Municipal Sewer Authority, established and incorporated In the year of 2012. This site was created for the ease of sharing information that will develop from the Act 537 Sewage Plan Update of 2016 with regard to the Proposed Lake Carey Sanitary Sewer Collection & Treatment System Project.

DEP approved the Act 537 Updated Revision on May 4th, 2017 

DEP requested minor changes to the 2016 Updated Plan.  To see a list of these changes, refer to the letter to Mr. Ridgik following the DEP approval letter when viewing the Plan in the "Plans & Projects" section

Pennsylvania Bulletin Notice, Vol.47. No 20, May 20, 2017 - Plan approval Granted Under the Pennsylvania Sewage Facilities Act (35 P.S. 750.5) 

Construction contracts were awarded at a regular monthly meeting on July 2, 2020 General construction for the Wastewater Treatment Plant was awarded to Milnes Co for $4,703,949.00

WWTP Elecrical contract to GR Noto Electrical for $902,000.00

Low Pressure Collection line was awarded to Harger Utility Construction for $5,593,934.20

CONSTRUCTION PHASE DEVELOPMENTS

Pre-construction meetings were held on Wednesday, October 28th, 2020 with all contractors.  Excavation of the Wastewater Treatment Plant site will begin on Monday, November 2nd.  Once all HOP Permits are in place, line construction will begin.  Main line construction will begin near the WWTP site on Billings Mill Road.  There may be several crews working in different areas of the line. Ground crews will be expected in the area where work is planned to talk to home owners.  For seasonal homeowners, contact by other means will be attempted.  PLEASE BE SURE THAT YOUR CONTACT INFORMATION IS AVAILABLE TO ME.  You may call the office at 570-836-0514 or email lttwpsma@yahoo.com with your contact information. 

 

REGARDLESS OF THE RUMORS, DO NOT CONNECT UNTIL YOU HAVE A GREEN TAG. WHEN THE PLANT IS OPERATING THE TAGS WILL GO OUT TO EACH TESTED GRINDER PUMP

 

NOTE TO ALL HOMEOWNERS & CONTRACTORS, DO NOT CONNECT TO THE GRINDER PUMPS UNTIL SEWER SERVICE IS AVAILABLE.  IF CONNECTED PREMATURELY, THE FOUR PHASE TESTING CANNOT BE PERFORMED ON THE GRINDER PUMPS TO BE SURE THEY ARE WORKING PROPERLY.

NOTE: PLEASE DO NOT HAVE YOUR CONTRACTOR CONNECT THE ELECTRICAL TO THE GRINDER PUMP PANEL UNTIL THE GRINDER PUMP HAS BEEN TESTED.  IF THE ELECTRICAL CONNECTION HAS BEEN COMPLETED BEFORE THE GRINDER PUMP HAS BEEN TESTED, WE REQUEST PERMISSION TO USE THE HOMEOWNER'S POWER WITH A FORM PROVIDED FOR YOUR SIGNATURE.

UPDATE 10/24/2022 - The sewer plant has completed all testing activities. The main line work is progressing mostly on the east side of Shore Drive and some areas of Marina.  Reserve taps have been installed on Indian Spring Road.  The Board decided that connections should not begin until Spring 2023.  This decision was based on the fact that contractors would have difficulty connecting grinder pumps in extreme temperatures in January or February.  Harger will be completing the main lines, laterals and the few remaining grinder pumps until the State shuts down work on the State roads.  Testing of the lines and the grinder pumps will be completed, weather permitting.  The plan is for March and going forward to begin connecting, and of course, everything depends on the weather.

UPDATE 10/6/2022  - At last night's Authority meeting, the Board approved a decrease in cost of the grinder pump lateral from $24/ft to $6/ft.  The first 50 ft is included in the $3000 tap fee.  $6/ft is the cost over the first 50'

UPDATE 10/3/2022

The Wastewater Treatment Plant has been undergoing start-up tests.  The final major test for the plant is scheduled for 10/17.  The crews are finishing up the tie-ins on Marina Drive. Once the main lines on Billings Mill, Marina, Cove, Harley Hut & Indian Spring are completed, there is a pressure testing process for those main lines.  There is also a testing process for each grinder pump.  Once the grinder pumps have been water tested successfuly, the valve will be turned on for individual homes on these 4 roads.Tenative schedule for available service for these four roads is end of November or early December. Many customers have already received their Sewer Connection application & invoice.  Until notification is announced that service is available on these roads, DO NOT COMPLETE YOUR CONNECTION APPLICATION OR SEND IN YOUR INVOICE.  The Connection applications have a section for the homeowner & a section for your contractor who is doing the electrical & plumbing. Work will be inspected & signed & contractor can connect for service. IT IS NOW, THAT YOUR COMPLETED & SIGNED APPLICATION & PAID INVOICE IS SENT TO 26 BILLINGS MILL ROAD TUNKHANNOCK, PA 18657.  You have 30 days to pump & fill your old septic system & send receipt for this work to the same Sewer Authority address.  At this time, you will receive a Permit indicating all requirements have been satisfied.  Thank you for your patience.  Feel free to call 570-836-0514 if there are further questions.  (The Sewer Connection Procedure in the above box also explains the process)

PLEASE BE AWARE THAT HARGER UTILITY WILL BE SETTING FLAGS FOR YOUR GRINDER PUMP LOCATION. THIS MUST BE VERIFIED BY THE HOMEOWNER THAT THE LOCATION IS CORRECT. VERIFY WITH BROOKE AT 570-748-5469.

ALL LAKE CAREY RESIDENTS ARE REQUIRED TO CONNECT TO THE PUBLIC SEWER SYSTEM, PLEASE REFER TO THE MANDATORY CONNECTION ORDINANCE APPROVED & ADOPTED BY BOTH TOWNSHIPS 

UPDATE 3/13/2023

Harger Utility has returned to work after the winter shut down. Focus of their work is to complete all manholes & the testing of the main line down to the Plant.  Once these phases are finished, the individual grinder pumps will be tested starting with Cove, Harley Hut, Marina & Indian Spring. When grinder pumps have been tested, a green tag will be attached to the electrical panel indicating "grinder pump is ready for connection".  At this point your contractor can complete the electrical & plumbing connection to your home, Inspection with Ty Dodge should be coordinated with this work. Once approved service is available.  

UPDATE 5/5/2023

Grinder Pump testing has begun on Indian Spring, parts of Marina, Cove Rd & Harley Hut.  Green tags will not be issued until the Plant is fully operational.  When green tags are issued, your contractor may complete connection to the sewer service.  Inspection is immediatly scheduled.

SEWER CONNECTION APPLICATION - Top section is completed, dated & signed by the homeowner. Next two sections are completed, signed & dated by the contractor(s).  If homeowner is doing this work it should be indicated in these sections.  Mail the completed application & paid invoice to the Authority.  Within 30 days, arrange for pumping & filling of your on-lot tank.  A copy of your receipt should be mailed or dropped off at the Athority building at 26 Billings Mill Road.

 

ANYONE 62 AND OLDER MAY QUALIFY FOR ASSISTANCE FROM USDA FOR A 1% LOAN OR GRANT

INCOME LIMITS FOR 1-4 PERSON HOUSEHOLD - BELOW $37,050 & 5-8 PERSON HOUSEHOLD - BELOW $59,300

Low interest loans are available at 1%.  Second homes are not eligible.

Billings Mill Road residents will have the option of hooking onto the public sewer system at the time of installation.  At this time, the cost will be considerably less than future hookup when on-lot systems malfunction.  Please contact the Authority by email or phone if you would like to be considered for hookup or have questions on the upcoming service.
